In the first nine months of 2023, a total of 10.22 million new urban jobs were created in China, supported by a number of pro-growth policies focusing on employment being implemented, the Ministry of Human Resources and Social Security said on Thursday during a regular press conference.

From January to September, the ministry continued to roll out policies such as phased reduction in unemployment rates and work-related injury insurance premiums and one-time subsidy for job expansion activities, which helped reduce costs of businesses by 141.9 billion yuan. Meanwhile, it spent 80.9 billion yuan in subsidizing employment, the ministry said.

In order to help people find jobs, China has launched large-scale vocational skills training courses. By the end of September, the human resources ministry issued 8.99 million vocational training vouchers and continued to implement the policy of subsidizing workers' skills upgrading, and it also provided subsidized vocational skills training courses to more than 13 million people.

During recent months, China has introduced more targeted policy measures to maintain employment stability and boost job creation, with employment increasingly viewed as a top priority of government work to ensure people's livelihood and maintain economic recovery.

The effect of those measures has gradually emerged. For example, the policies have supported small and medium-sized enterprises create more jobs in the first nine months this year, according to the ministry.

The ministry has also stepped up employment assistance, opened up special channels for the unemployed to find jobs, and recommended jobs more accurately. From January to September, 3.96 million unemployed people found jobs, and 1.29 million people in difficulties found jobs.

Official data showed the surveyed urban unemployment rate stood at 5 percent in September, down from the average rate of 5.3 percent seen in the first three quarters.

10月26日，人力资源和社会保障部举行2023年三季度新闻发布会，人社部新闻发言人、政策研究司副司长陈峰表示，前三季度，各级人社部门推进人力资源社会保障各项工作取得积极成效，主要指标符合预期。

陈峰介绍，前三季度，就业形势保持总体稳定。深入实施就业优先政策，突出重点群体，扎实开展职业技能培训，不断优化就业服务，全力以赴稳定和扩大就业。

就业形势保持总体稳定。1-9月全国城镇新增就业1022万人，失业人员再就业396万人，困难人员就业129万人。9月份城镇调查失业率为5.0%。

社会保障重点改革扎实推进，新就业形态就业人员职业伤害保障试点工作取得积极成效。截至9月底，全国基本养老、失业、工伤保险参保人数分别为10.6亿人、2.4亿人、3亿人，基金累计结余8万亿元。

人社部介绍，1-9月延续实施阶段性降低失业和工伤保险费率、稳岗返还、一次性扩岗补助等政策，为企业减少成本1419亿元，支出就业补助资金809亿元。截至2023年9月，累积有668万人纳入职业伤害保障范围，试点对象总体做到应保尽保。

谈及如何促进高校毕业生等青年就业，人社部就业促进司副司长宋鑫表示，人社部始终把促进高校毕业生等青年就业摆在突出位置，作为重大政治任务。接下来，将以高校毕业生等青年就业服务攻坚行动为抓手，加力冲刺、加密服务，凝心聚力促进高校毕业生等青年顺利就业。

此外，为进一步支持专精特新中小企业健康发展，创造更多高质量就业岗位，吸纳更多重点群体就业，人社部、工信部还部署实施了专精特新中小企业就业创业扬帆计划，如鼓励劳动者创办创新型中小企业、做好专精特新中小企业用工服务和技术技能人才供给服务、实施专精特新中小企业青年就业见习领航行动等。

China on Thursday successfully launched the Shenzhou-17 manned spaceship at 11:14 a.m. (Beijing Time), and the three astronauts aboard will be sent to stay in orbit for about six months on a space station mission, according to the China Manned Space Agency (CMSA). About 10 minutes after the launch, the Shenzhou-17 spaceship separated from the rocket and entered its designated orbit. The spaceship will then make a fast, automated rendezvous and dock with the space station combination. During their mission, the Shenzhou-17 crew will carry out space science experiments, install extravehicular payloads and conduct extravehicular experimental maintenance for the first time, according to the CMSA.

神舟十七成功发射：10月26日11时14分，搭载神舟十七号载人飞船的长征二号F遥十七运载火箭在酒泉卫星发射中心点火发射，约10分钟后，神舟十七号载人飞船与火箭成功分离，进入预定轨道，航天员乘组状态良好，发射取得圆满成功。飞船入轨后，将按照预定程序与空间站组合体进行自主快速交会对接，神舟十七号航天员乘组将与神舟十六号航天员乘组进行在轨轮换。在空间站工作生活期间，神舟十七号航天员乘组将进行多次出舱活动，开展空间科学实（试）验，完成舱内外设备安装、调试、维护维修等各项任务。

The National Data Administration was officially unveiled on Wednesday in Beijing. The new administration is responsible for advancing the development of data-related fundamental institutions, coordinating the integration, sharing, development and application of data resources, and pushing forward the planning and building of a Digital China, the digital economy and a digital society. In July, Liu Liehong, former chairman of State-owned telecom giant China Unicom, was appointed head of the new administration.

China's National Development and Reform Commission (NDRC), the country's top economic planner, on Wednesday signed a memorandum of understanding (MoU) with the government of the U.S. state of California on strengthening cooperation between the two sides on low-carbon development and the green transition. Earlier this week, California Govornor Gavin Newsom signed a new climate partnership with Guangdong Province during a visit to the world’s first zero-emission city bus fleet in the Greater Bay Area on Monday and Tuesday.

Hong Kong will enhance initiatives designed to attract professionals to the city, Chief Executive John Lee said on Wednesday as he delivered the Policy Address, including reviving a suspended investment migration scheme and expanding a visa route for graduates of top international universities. The government intends to expand the coverage of universities under the Top Talent Pass Scheme. It will include eight more institutions from the Chinese mainland and overseas, bringing the total number of eligible universities under the scheme to 184, Lee said. The chief executive also said his administration will bring back the Capital Investment Entrant Scheme, allowing those who make investments of HK$30 million or more to move to Hong Kong. The government will develop a headquarters economy to attract firms to the SAR and help them tap into the mainland market, Lee added.

香港加码抢企业、抢人才：10月25日，香港特区行政长官李家超发表《行政长官2023年施政报告》，这也是其任内第二份施政报告。针对外界十分关注的“抢人才、留人才”环节，主要措施包括了立“人才服务办公室”，为来港人才提供支援；扩大“高才通”大学名单至184间，新加入“高才通”计划名单的大学，有3间来自内地，包括武汉大学、西安交通大学，以及哈尔滨工业大学。抢企业方面，施政报告提出，引入公司迁册机制，便利外地公司迁册来港；吸引外国及内地龙头企业到港设立总部、分部、科研中心；香港注册公司的外国人员可“一签多行”到内地等；落实“资本投资者入境计划”等。其中，”资本投资者入境计划”初步确定在香港投资于股票、基金、债券等资产（房地产除外）3000万元或以上的合资格投资者，可以通过计划申请来港。

Stellantis, which owns brands including Maserati, said on Thursday it plans to invest around 1.5 billion euros for a 20 percent stake in Chinese NEV startup Leapmotor. The two companies also plan to build a joint venture that has exclusive rights for the export and sale, as well as manufacturing of Leapmotor products outside China. This will be an industry-first EV relationship between a globally leading automaker and a Chinese NEV maker.

Gotion High-Tech, whose biggest investor is Volkswagen Group, has confirmed that the Chinese electric vehicle battery giant will build a USD2.4 billion battery project in Michigan over one year after the local governor's announcement. The project, to be located in Green Charter Township, Mecosta County, will likely cover an area of about 276.4 acres, the firm announced yesterday. Construction is scheduled to be completed on Dec. 31, 2031, it added.

国轩高科斥资24亿美元在美建厂：10月25日晚间，国内电池头部厂商国轩高科股份有限公司表示，国轩高科拟在美国密歇根州建设电池材料项目，并委托公司全资子公司 Gotion, Inc.(以下简称“美国国轩”)与密歇根州政府及其他第三方合作伙伴共同签署相关协议。国轩高科表示，此次在美国密歇根洲建设电池正负极材料工厂，是为完善北美地区产业链，保障北美地区锂电池生产供给安全。项目选址密歇根州的梅科斯塔县的格林城，规划用地约276.37英亩(约1.12平方公里)。计划投资总金额23.64亿美元，建设周期是拟自项目开工之日起至2031年12月31日。

Chinese battery giant CATL said it inked a deal with solar and energy storage firm Zhongcheng Dayou Industrial Group to establish an energy storage project with a total investment of 10 billion yuan by 2030. The project's energy storage capacity should be at least 3.5 gigawatt-hours by 2025, CATL said yesterday, noting that the two partners have established a special working group.

Chinese tech company Tencent Holdings will allow customers to wave their palms over a scanner to pay for their entrance tickets to the Ying Tung Natatorium of the National Olympic Sports Center in Beijing. Customers can also use their palms to access lockers and enter the deep water areas of the indoor swimming pool, instead of using a physical certificate to swim in deep water.

“微信刷掌”加速线下落地：10月25日消息，国家奥林匹克体育中心英东游泳馆与微信支付，正式发布微信刷掌智慧场馆。用户在英东游泳馆开通微信刷掌服务之后，即可体验刷掌进出场、刷掌储物等服务。用户可以直接刷掌进入场馆。如果用户持有深水证，开通刷掌可直接将深水证与手掌绑定，刷掌通过闸机即可进入深水区，不需要再随身携带证件。

China Construction Bank Corp (CCB) on Thursday reported a 3.2 percent yearly rise in third-quarter net profit. China's second-biggest lender by assets saw profits rise to 88.1 billion yuan in the July to September period, up from 85.85 billion yuan in the same period last year, according to a filing by the bank. In the first three quarters, CCB’s net profit totaled 255.4 billion yuan, an increase of 3.15 percent, while revenue dipped 1 percent to reach 570.6 billion yuan.

建行三季度净利润881亿元：建设银行10月26日晚间披露三季度报告，前三季度公司实现经营收入5706.26亿元，同比下降0.99%；实现净利润2554.4亿元，同比增长3.15%。其中，第三季度净利润881.45亿元，同比增长3.21%。

Gold consumption in China reached 835.07 tons in the January-September period, up 7.3 percent year-on-year, data from China Gold Association (CGA) showed Wednesday. Specifically, consumption of gold jewelry in the Chinese market rose 5.7 percent year-on-year to 552.04 tons, while that of gold bars and coins surged 16 percent from the same period in 2022 to 222 tons. In the third quarter alone, holdings of gold-backed exchange-traded funds in China increased by 9.53 tons, bringing the total holdings of gold ETFs in the Chinese market to about 59.69 tons by the end of September.

前三季中国黄金消费量同比增7.32%：中国黄金协会网站25日消息，据中国黄金协会最新统计数据显示，2023年前三季度，全国黄金消费量835.07吨，与2022年同期相比增长7.32%。其中，黄金首饰552.04吨，同比增长5.72%；金条及金币222.37吨，同比增长15.98%。今年三季度，国内黄金ETF持仓规模大增9.53吨。截至9月末，国内黄金ETF持有量约59.69吨。

Chinese stocks rose on Thursday with the benchmark Shanghai Composite up 0.5 percent and the Shenzhen Component gaining 0.4 percent. Hong Kong’s Hang Seng index shed 0.2 percent, while the TECH index edged up 0.3 percent.
